Sovereignty – Stability – Prosperity
We, the Lebanese Private Sector Network and citizens of Lebanon, demand immediate action from the caretaker government and urgent international support to help Lebanon restore full sovereignty, ensure that only our army and security forces have the exclusive right to bear arms, and achieve stability and prosperity by reinstating functional leadership to our state.
For decades, Lebanon’s formal private sector has been the country's lifeline—ensuring economic stability and serving as the primary contributor to the treasury, all while enduring crises from economic collapse to war. Together with civil society and our patriotic diaspora, we have repeatedly stepped in to strengthen the nation. However, as Lebanon now faces even greater destruction, a collapsing economy, and the severe consequences of internal displacement, our voice is more essential than ever.
We believe economic diplomacy is key to making our voices, and those of the communities we represent, heard. The private sector, civil society, and diaspora must lead in finding solutions to the challenges caused by an incompetent government and non-state actors. We demand a seat at the table to ensure our expertise leads Lebanon toward stability and prosperity.
Our mission is clear: We unite to protect the foundation of Lebanon’s economic survival and prosperity. Economic vitality depends on political stability, which is rooted in good governance. Our nation is under siege—not only economically but also constitutionally. Sovereignty is non-negotiable; we must reclaim control of our institutions and borders, uphold the rule of law, and restore the integrity of our constitutional order. Without this, stability and prosperity are impossible.
Therefore, we demand the following urgent actions:
Implement United Nations Security Council Resolutions 1559, 1680, and 1701:
The government must ensure full implementation of these resolutions, respecting both international and national laws, disarming non-state actors, and functioning as a fully independent state.Implement the Armistice Agreement: We call for the immediate reactivation of the 1949 Armistice Agreement to secure non-belligerence through diplomacy. A ceasefire must be negotiated with international support, ensuring long-lasting peace.
Protect Lebanon’s Sovereignty through the Lebanese Army: The government must ensure that the Lebanese Army takes full control of national security, disarming all militias as required by the Taif Accords, the Constitution, and relevant UNSC Resolutions. The army should secure the Eastern and Northern borders, ports and airports, deploy to the South up to the Blue Line, and prevent the inflow of weapons to non-state actors.
Elect a President Without Delay: Parliament must immediately convene to elect a President, restoring sovereignty, leadership, and effective governance. Lebanon’s survival hinges on fulfilling this constitutional duty, allowing the formation of a capable government to address the repercussions of the armed conflict, and negotiate a ceasefire with its relevant long term arrangements. Every day without leadership deepens the crisis, weakens our institutions, and fuels division and potential conflict within our communities.
Reposition Lebanon in the Arab and International Context: Lebanon must rebuild its longstanding relationships with Arab nations and the global community. By re-establishing itself as a responsible regional actor, Lebanon can restore ties with GCC nations and the West, attract foreign investment, and create new economic opportunities.
Develop an Internationally Led Marshall Plan for Economic Recovery: A comprehensive Marshall-type plan, led by the international community, is crucial for Lebanon’s recovery, and job creation. Once governance and peace are restored, the private sector and diaspora can participate in attracting foreign investment and rebuilding the economy. We urge leaders to address our demands to establish the conditions for long-term prosperity.
This is a call for unity. A call for action.
Lebanon’s survival depends on all of us. There is no time to waste. We are ready to lead on the economic front, but the government must act now, with the support of the international community, to create the conditions for stability, leadership, and prosperity.
