Urgent Road Map for Lebanon’s Stability and Recovery: Immediate Measures to Protect Sovereignty and Restore Governance
As the situation escalates and the violent attacks on Lebanon resulting from Israeli aggression continue, the number of displaced persons from all regions, particularly from the South, the Bekaa, and the Southern Suburbs of Beirut, continues to rise. This has triggered a severe humanitarian, social, and economic crisis.
At the Lebanese Private Sector Network, we recognize that time is of the essence, and it is our national duty to act now. We have outlined an urgent road map centered around two critical propositions. This road map is not just a potential solution—it is an immediate, necessary path to save the country from the deepening crisis that threatens our very existence.
We cannot afford delays, and we hope that this call to action will be heeded without hesitation.
First: Empowering the Lebanese Army to Fulfill Its Critical Role
Task the army with providing security across all districts to protect internal stability, with a particular focus on the capital, Beirut, and areas receiving displaced persons. It is vital to ensure the honor and human rights of the displaced, while also safeguarding private property as mandated by the Constitution.
Establish fixed checkpoints around essential state facilities, particularly the airport, port, central bank, and land, civil, and commercial registries, to safeguard the archives of these authorities and prevent any further destabilization.
Ensure that all arms and weapons are handed over to the army in preparation for the state and its institutions, along with its armed forces, to extend exclusive authority over the entire country and assume full responsibility for defense against Israeli aggression.
Secondly: Simultaneously, Adopt the Following Mechanism to Relaunch the State Apparatus
The Speaker of Parliament must immediately call for parliament to convene and elect a President of the Republic. The session should proceed through multiple voting rounds and not be adjourned until a president is elected. We urge all officials to assume their constitutional responsibilities to safeguard the integrity of the constitutional order.
Secure an immediate ceasefire and deploy the Lebanese army south of the Litani River with a clear mandate to implement UNSCR 1701 and all related United Nations Security Council resolutions.
Enforce the 1949 Armistice Agreement and take decisive measures to ensure its full implementation.
Restore Lebanon’s strong relationships with Arab countries and all other friendly nations that have consistently supported us, with the immediate goal of regaining some of the social security that has been lost.
