Key Demands for Parliamentarians During Cabinet Formation

Given the urgent need to act on the President’s oath of office and the leadership of the new Prime Minister, we urge parliamentarians to prioritize the following points:

  1. Swift Cabinet Formation:

    The swift formation of a capable and harmonious cabinet well equipped to address the many challenges is critical. The cabinet must also define clear, measurable objectives for its performance and regularly communicate priorities and progress to citizens and stakeholders.

  2. Commitment to Sovereignty, Stability, and Prosperity:

    As outlined in the Lebanese Private Sector Network’s petition, these principles must guide governance. The cabinet must prioritize sovereignty issues by ensuring Lebanon’s independence, stability through effective governance and reforms, and prosperity by driving economic recovery and growth.

  3. Implementation of all arrangements regarding the ceasefire, including the demilitarization of armed militias, border control, and adherence to all relevant UNCRs.

  4. Judicial Reform and Appointments:

    Immediate attention must be given to judicial appointments and reforms, ensuring judiciary independence and unbiased implementation of the rule of law.

  5. First Category Employee Appointment

    Critical positions are vacant in the public administration and these need to be filled by qualified, competent honest public servants to enable these authorities, particularly oversight bodies, to resume their roles effectively.

  6. Separation of Powers:

    To ensure transparency and accountability, parliamentarians should not assume ministerial roles. A clear separation of duties, as mandated by the constitution, is crucial for good governance, especially with parliamentary elections scheduled next year. January 17th, 2025

  7. Adoption of a "Marshall Like Plan" for Recovery:

    Lebanon requires a bold, comprehensive recovery strategy akin to a Marshall-like Plan, appealing to Lebanon’s traditional Arab and international allies. This plan, to be developed through economic diplomacy, must focus on rebuilding infrastructure, stimulating investment, creating jobs, and ensuring sustainable development.

  8. Alignment with the Private Sector’s Vision:

    The cabinet must actively collaborate with the private sector to identify priority investment sectors based on a free-market approach and leverage comparative advantages.
